B4 Bug: "you have not picked a spell to research" - but I'm well into the game?

So, I'm well into the game and I notice that the "choose a spell" indicate hasn't popped up in a while.

The box at the top right that indicates turns until you can choose another spell just shows this "--", and when I scroll over it the pop up says  "you have not yet picked a spell to research".

This is strange. Did I somehow miss a turn when I should have chosen a spell and lost the ability to ever choose another one?

I realize that there is a maximum number of spells you can learn, but I don't think I've chosen that many spells...

If it's working as designed, there should at least be a notice that I've reach the maximum number of learned spells.

Otherwise, I believe this is a bug.

I think I've had this happen to me as well. Was playing Commander at the time, and suddenly found out that, after a very small amount of spells, I wasn't researching spells any longer. Reloading the save didn't fix it either. I think it is a bug, simply because another play through worked fine.

C'mon Stardock, let's get this fixed.  I can be really enjoying a game and I have to quit it because the few spells I've researched are not sufficient to complete a game, so I'm forced to just give it up and start a new game.  Very annoying.
