Master stealth skill nor working

Peregan's Master stealth skill stares > Hero never gets attacked on the strategic map. I have been attacked by the SK many time after getting this skill (but not always). At first i thought i might be in a choke point where the SK units were moving past and so might not have had a choice. So i re-staged in a open area and still got attacked, Haven't, tried it against non SK units (bandits) but i can if you want.

Am i misinterpreting how this is supposed to work or is it a bug?
