Learning Heroes I/II/III/IV

I can't figure out which research lets you recruit higher level champions. I looked through all 3 trees and could not find anything called "Heroes #" or something that said it allowed champion recruitment.

Can anyone help me figure this out since my blind eyes can't do it?
