[BUG] Sins of a Solar Empire - Rebellion Civilian Research Achievements

Civilian Research Achievements Not Triggered in v1.80.4976

I'm unable to get any of the civilian research achievements. This includes TEC Civilian Researcher, Advent Harmony Researcher, and Vasari Empire Researcher. I'm currently running Rebellion v1.80.4976 without any of the DLC. I've tried multiple times by starting a 1v1 match using the Point Blank map against a random easy AI opponent. I've tried researching nothing but civilian technologies. I've also tried turning on the Research Victory and researching additional Fleet Logistics tiers to unlock the final Research Victory tier, but that did not give the achievements either.

Does anyone have any idea if/how this achievement can be accomplished?

Could a developer take 30 minutes to try and replicate this bug please? (Increase game speed and pin the easy AI on the first planet)

Do you have the Forbidden Worlds DLC? There is speculation that since that DLC adds new civilian techs, the game counts those as requirements for the achievement (according to steam some people have earned it and some claim to have gotten it recently).
