Ignorant question: can my laptop run GalCiv3?

It looks like it's 64 bit, so you should be good, the integrated graphics might not support the highest graphics settings, but it should run it fine.
Keep in mind recommended specs are not finalized yet. Just letting you know.

I was kind of worried too. I have a slightly better spec laptop, but not many games support the intel graphics GPU's. Most games will run, but there is no guarantee on how well they will perform on an Intel GPU. I have been lucky so far, and all of my games work pretty good.
