Ironeers unable to build militia?

Made a custom race using Ironeers and while my sovereign has a militia, I cannot build militia in any of my cities???

Custom Factions don't have access to the same units that the prebuilt factions have. However, you can design your own custom unit instead.

Ironeers don't have militia because Gilden doesn't have normal clubs. But you can make militia. Just a guy with a club.
