What exactly is the effective radius of outpost upgrades?

The outpost upgrades which give bonuses to movement or mana cost for allies, or penalties to enemies, are in effect exactly and always in the 3x3 grid which is the outpost's ZoC, or can this vary based on the placement of friendly or enemy outposts/cities?

I would think that they would not be in effect in enemy lands.  My guess is that the radius affected matches the ZoC that is produced by that outpost that is not overtaken by enemy influence, but I could be wrong.  I know that it is possible to have overlapping outposts that produce a greater effect on tiles within two squares of more than one outpost, if they have chosen the same outpost upgrade.

Not sure about this, but if just one square of city is in an outpost's radius, then the whole city gets the outpost bonuses. I saw this with armory and fortress - my city got attacked from the opposite side of where the outpost was, but my defending army got the outposts.

Been awhile, but I am 75% sure this is the case.

I don't think this changes which squares outside the city are affected though.  With cities, I think it is treated as one "attack target" even though you can attack from any border.

Is there a reason why this is not clear?

Did Stardock just not say or is the manual outdated?

IS there a place where all this information is stored and we can look it up instead of guessing?

Manual is outdated. Not sure if a compendium of updated changes exists....
