I think that the long cooldowns of the abilities make the combat boring. The cooldowns should be reduced from 5 turns to 3 turns to make the combat more interesting and the abilities stronger.

I'll give this a +1. Most combats are over before the cooldown has been reached.
I think, if done properly, cooldowns force the player to consider alternate tactics while in combat. No longer can you cast the same fireball spell every round and obliterate your opponent. You need other avenues of attack in conjuction.
If cooldowns were removed, you'd see the fireball spell cost 1000 mana to cast. I don't think you want that... (the 1000 may be an exageration.)
The OP didn't say "remove" the cooldowns, just reduce.
Fireball hurts everybody, yes? So you risk splash damage from that spell. (I have to admit I've never had the opportunity to get deep down the spell trees so I can't really comment on spell power/cooldowns.)
Maybe a case by case basis. I think warrior type abilities should have shorter cooldowns - melee is what these units were trained for after all.
Maybe a mage skill should reduce cooldowns.
I think it depends on what cools down...some Cooldowns are more "helpful" for the game mechanic then others: The cooldonw for impale for example I find needless, it is seldom enough that the opponents stand in the right position.
I did suggest a racial "fast cooldown for units" trait somewhere else.
But yes, one rarely sees the cooldown for attacks (which have at least 5 turns) completed, which partly plays into the "everyone is a glass cannon" thing.

I think that the spell cooldowns are fine, but the cooldowns of the hero and monster abilities are too long. The spells are much easier to get, because you need only one level to unlock of a few of them compared to many levels to unlock one ability.
