[0.51 Bug] Faction won't die at 0 population

0 settlements, 0 population, faction didn't die:

 

I had just finished a war with them, and I purposely left their smallest settlement alive. Few turns later, Pariden conquered his last city. But one, single outpost was still standing, keeping the faction alive (I think).

TThey still have a power rating and I can still do treaties and trade with them.

I'm pretty sure that's not new to 0.51. as long as their sovereign is alive, the faction is considered alive.

to completely wipe them out, you have to destroy all cities and kill the sov.

or speed up the process by making him surrender (in which case the sov joins you as a champion and all remaining cities/outposts/armies of the faction are deleted)

Thanks for the input, I didn't think he could still be alive. He should go down with his last city, I think.

So I checked, and indeed he was alive and stationed right over his last city (now in Pariden hands). And then I (maybe) found the problem: he couldn't move. Declared war on him, made him surrender so I could take control, and he couldn't move from the city.

Yeah, even if they have no cities, they still live.  I know because I just lost a game where I built up about 20k gold and then bought every city on the map that wasn't already mine with Broken Loyalties, razed them all, and then got swarmed by all the roaming armies (even though an event had just occurred where everyone declared war on everyone else, yet they all attacked me for some reason.... BEFORE I razed all their cities).
