[Balance] Treasury Vault

What's the point of keeping a city idle with the treasury vault if you can produce gildar in a city now (+50%!) The treasury vault when idle only gives an extra 30%. Shouldn't it stack with produce gildar or something?

each of those types of 'idle process' output should be changed. I haven't checked yet, but the idling of conclaves used to give excess research, whereas now you're supposed to 'produce' it.
