Phase Jump Inhibitor: When the first Phase Jump Inhibitor was recovered it was
immediately clear that it was not of Vasari origin – it was just too different from
everything else. To this day, they have no idea how it works and are restricted to only
fielding stolen units. Once unlocked, this powerful structure substantially delays the phase
jump charge times of enemy ships in its radius of effect

Do any one have any idea who knows the origin of these devices that were scattered through out the universe. Could the entity who made them be the ones chasing the vasari empire? So many questions on a such a powerful device that not one of the factions have any clue where these strange technologies came from. We may be able to solve the mysterious force that are chasing the vasari once we figure out where the origin of phase jump inhibitors came from. Probably. I think in other places it says the Vasari are the only ones that can make the phase jump inhibitors, but they can only do it by using nanobots to replicate them, they really have no idea how they work. The Advent and TEC have both gotten theirs by stealing them from the Vasari.

My personal bet is that whatever is chasing the Vasari are some sort of demons or are some ancient race like the Antarians from Master of Orion II that were trapped in a different dimension long before the Sins races evolved. Some Vasari phase experiment likely let them out of their prison, allowing them to come back to this dimension.

I would have to agree with you on your second guess Goa. The manual did mention about Vasari using PJI to slow down the force that are chasing them. PJI may also be a teleportation device that has been accidentally triggered during an experiment, bringing back an unknown race/force more ancient than the Vasari empire. This is just speculations and guesses from whats been given to us so far.
