Outpost within city limit, not too sure, bug or wad?

I have an outpost within my city limit, I have fully upgraded it, and the detail picture show the little buildings, but I can still re-upgrade it fully. And I get zero advantage from it?

So is it a known bug? Should I rebuild one outside the city limit to have it work? Or is it supposed to work like that, once an outpost is within a city, all benefits are lost? But then, why allow me to rebuild them?

Definitely not WAD, because you can abuse this to make multiple high towers and consulates to get infinite ZOC and growth. Pretty sure it's a bug, but I have no idea how it is SUPPOSE to work.

I noticed this as well. Seems to be a bug. While you can keep rebuilding the upgrades for the outpost endlessly, and while they never appear to get built, they actually ARE being built. Check the city's stat screen.

Endless consulates definitely do stack. With a large city and a lot of industry you can build a consulate every turn. So thats a stacking +1 growth per turn. I don't know if the other things do stack, but if they do you could also have an invincible military as well.

Nope, pretty sure it's just high towers and consulates (maybe warden - but there's no point in having more than one of those anyways). The other zoc effects don't seem to convert when it is in a city.
