City 'Mouseover"

One thing I would like to be able to do when looking at a city is to see a popup when I mouseover a buildiing telling me what the building is and what the next upgrade, if any, is to that building.

Yes! I asked for a tooltip to list the name of the buildings but having the upgrades listed too is even better!
