0.95 How to found the second city?

I have created a pionner that goes to a tile with food/material/essence,enough far from my capital, but I don't have the settle option,just outpost.

Is there a minimun distance?

If the tile displays resources then you should be able to settle. Can you see the 4/2/0 or whatever the tile yields?

Yes I see the values x/y/z but I only can outpost. Must the outpost be updated to city first then?

Minimum of 7 squares away also. It should tell you that though.
