Peace? Never! Surrender? Sure thing! And other goofy AI behavior

This is a holdover from Beta 3, but the AI for peace/surrender is still borked up the wazoo.  The price of a cease-fire is astronomical, but you can get pretty much any sov to surrender to you as long as you're a little more powerful than they are.

I guess the negotiation AI hasn't gotten any love with this beta.  :frogboy:   Frogboy's been slacking!  :D  

I noticed that all three of the AIs that I've gotten to surrender in my current game are carrying at least a dozen bracers (as noted in another thread -- another AI bug from last Beta).  They're also not equipping their mounts, though who knows, maybe they just dismount to surrender.

PS.  Newly minted vassals should appear as incapacitated in your nearest city.

I got a particularly odd example of this today when Yith declared war while I had a massive lead. I opened diplomacy with them and immediately got a favorable surrender response...

 

Yith: "WE WILL TEAR THE BEATING HEART FROM YOUR RIBCAGE PUNY HUMAN SLAVEBEAST, er if that's alright with you, that is, sir. Please don't hurt me."

I know In "Master of Orion 2" whenever the AI was down low on resources it would try to surrender to another empire than whoever it was at war with, to help even the odds in the world
(and to give him a proper chance of not being a slave under the warring empire, and hopefully have revenge against them! :D)

Just a thought, since AI's surrendering in the winning player's direction makes for a decent power-gap too
