[0.915][AI/Rules Issue] Outposts and ZOC

I was playing Altair. I had an outpost near the edge of my kingdom to grab a few resources. It was contiguous with my main ZOC, i just needed a few extra squares to get out there. 

Then Magnar comes along and plops TWO outposts, one on either side of mine (no separation), within my ZOC, and did not have to declare war. Next thing I know, my guards in the outpost are kicked out because I'm in Magnar ZOC.

Is this intended behavior? Seems dirty and rather unfair, and leads to some really crazy outpost spamming possibilities. Especially since no war was declared.

Heh, I've done this to the AI, although with outposts placed on the outside of the ZOC but closer to the resource - I didn't realize it was possible to  place an outpost inside the ZOC. Assumed it was legit, but what you're describing suggests that it might not be.

Then again, it is Magnar. Puny human rules do not apply to Magnar!

If they're building within your ZOC that's a bug; they shouldn't be able to do that.  If, however, they're pushing back your ZOC using outposts, to the point that your outpost is enveloped in their territory, then that's intended.  Beat them up for it }:)

Here's how I'd like it to work

 

City  influence should trump outpost influence

 

Outpost influence should be # outposts in the ZOC, with ties given to who was there first.

They built directly next to my outpost -  MAM - no squares separating.

That is a bug then - AI should be using same rules as player when putting down outposts - it has to initially be in neutral territory.
