How do you recruit mercenaries

Just built over a mercenary camp and can't see any options to build mercenaries. I built a outpost near it and it says it is tied to one of my cities which is a little far from it. I went to that city and tried to look for something to recruit mercs but see no options. How do you do it

If it works in 86 like it did in 77 go to the city that it says it is connected to pull up training and you should see mercenaries there. If not could be a possible bug

In 0.86 you have to research the Cooperation tech to recruit mercenaries.  It's in the civilization tree.

Yes, obviously i know that Publius, not to be rude but that is a given as I specifically said in my original post that I built over a mercenary camp. You can't build over it without having the required tech. I went to the city it was attached too and there was no option to build mercs.
