[UI Suggestion/Diplomacy] Auto-equalize Gildar when offering a treaty

Currently, whenever you offer an Economic/NAP/Trade treaty, the AI often wants some additional gold or diplomatic capital to accept the offer.

For whatever reason, the game doesn't auto-fill that requirement, I have to click and fill the amount in every time.

Instead, how about simply auto-filling that requested amount if I have the coin in my coffers? I can always adjust the ratio of dip. capital if I want to later (9/10 times I'm just going to pay the gold if I can afford it)

... I dimly recall being annoyed by this exact quirk in GC2, so I may be out of luck here
