When Creating Factions, or Units, Is it Possible to Make Female Units for Elemental War of Magic ?

Yes, you need the faction trait egalitarianism. Tarth is the only provided faction with it, but you can design your own. Then I believe that everytime you design a new unit type there will be a %50 chance of them being female. Play around with unit design to get it right,
