perhaps but you still have the option of not turning it on. i dont see how making a fleet move more like it should would be upsetting to those who dont use the fleet option to start with.
The point is that that the targeting behavior is by single unit, it is does not have any respect to the fleet system. The behavior you're looking for is the fleet cohesion behavior, and your suggestion is to have the programmers code two completely different versions of the targeting behavior depending on whether a unit is in a fleet or not.
but who wants to see their repair cruisers run off in front of everyone else to take on that cap ship or starbase.
Then set your cohesion settings to "tight" so they stick close to the fleet, or put your repair cruisers in a separate group and change their targeting settings for some manual control.
