No, it just lets you give special commands that cut down on the micro management. It also has things like highly customizable unit AI (when designing the ships).

Basically it is the opposite approach to the problem from how Distant Worlds does it: DW determines what it thinks should be done asks you if you want it to act, in SR you tell it what you want and it will figure out how to do it.
