Prestige - Question

Im playing my first 1.1 game and I have maybe ten or so cities. The last 3 or four have prestige at 0.2. Staggeringly low. At first I was going to ignore it and wait to get an inn at city level 2. But then I realized quickly that at 0.2 prestige it'd take forever just to level a city.

How does prestige work? I noticed that groups of cities (1, 2-4, 5-8,9-10+) have different prestige rates. City 1 has an integar value and each "grouping" of cities after have less than the last. Is this a way to stop city spam? Or just a bug?

Someone who knows this game in and out will say to me, if this is an issue to fix city spam, "Why'd you make so many cities?lol". I did this because there were alot of resources spread out over a large area and I have it in my mind someplace that a city needs to be less than five tiles away from a resource to "link" that resource and get bonuses. Is this no longer true?

Well, first, your capital city supplies more prestige than other pioneer created cities. Also, there are buildings which increase prestige. The initial building at the start is 1 per faction (I forgot the name for Kingdoms, but for empire it's tower of dominion) and supplies 2 prestige (if i remember correctly). Whatever your prestige rating is in the city, is how many people come to the city each season (turn). Also, heros and the sovereign generate prestige based off their charisma stat when stationed in a city.

As far as resource bonus, yes. You will receive what the resource provides as long as it's within your influence. But as far as I know, in order to take advantage of improvements which boost production of resources, they need to be within 5 tiles. I usually just build my improvements out towards the resource so it gets surrounded by the city walls (then you dont have to worry about monsters/enemies destroying the resource).

Version 1.1 Changelog by FrogBoss (in Elemental Dev Journals) has a lot of info (page upon scrolling page of improvements /changes), including Prestige increasing improvements..

one way to increase prestige is to learn Fertility and cast it. Magic has become quite important (as it should be) and controlling Shards is one of the main priorities now. So you also have to have arcane knowledge to learn spells and tech knowledge to unlock shards.

 Sorry ; I havn't been able to get that many cities yet in 1.1, so I have no idea how its working now. I'll keep a close eye on the prestige issue you mentioned if I should ever get out of the "oh shit, I'm dead" stage of this ridiculous game I'm currently in with my magic oriented Sov/Empire. x_x

Champions with Charisma are actually a very handy way to increase prestige.  Mobile, too, so you can shuttle them off somewhere else once you've leveled one city up to where you want it.
