What do space elevators appear on you're developed planets?

My best guess is to move population around. Again, the reason why is up for interpretation.
There's about one per continent on developed planets, and all traffic goes between these hubs (never to or from any other location) so regional distrubtion centers makes sense to me.
They merely represent specific population points.
One per point reached. For some reason destroying population does not work the same way.

They are completely aesthetic.
Why would they only appear after you upgrade the Civilian Infrastructure, though?
More people on the planet means more elevators are needed for travel. Just like as cities on Earth grow more highways are needed.
