What Happened To Outposts That Help Collect Resources

I thought I read somewhere that we would have the option to build outposts that help collect resources, did this get implemeneted? This to me sounded like a good idea as it would help reduce the AI building lots of cities.

 

Within about 100 turns in my current save with the new 1.1 beta, the AI have at least 4-7 cities each, I was hoping city spanning was a a thing of the past.

I ** think ** the 'outposts' are level one settlements, in which you don't build housing, etc, but just use the  zone of influence to allow you to improve the wild resource tile.

If this is what level 1 settlements are designed for, then they should either not cost food, because they do not have any population, or should have a base of 10 or so population because they cost 1 food.

Yes, Trojasmic, it is an elegant and simple solution to the outpost 'situation.'  And it leaves open the possibility of 'changing you mind' later, and 'growing' your outpost, should you desire, and have the resources to do so.

I like the food cost. You still have to feed the workers manning your outpost, and when your troops stop off to heal, they've got to be eating something, right?

Also, without a food cost, you could spam them as movement blockers to make massive land grabs.
