I can find no drota citadel around city.
Darklings camp ,umberdroth pack and the demon gate can be found.

Who can see that ?

Agreed, it has been brought up in a few other threads as well, the Empire tech "Pariden's Demise" does not cause a Drota Citadel to spawn.
