When someone picks a breakthrough that reveals new quests, resources, etc. do those becomes available to everyone or just the player who did the research?

I saw popups in 1.06 saying "new monsters are in the world, be careful" both when I researched it and when I didn't. That might mean someone else researched it, I'm not sure.

The new resources and quest locations are only visible if you have the tech yourself though.

New resources spawn only within their influence. New locations and spawns appear map - wide.

Nice to know. I was also wondering why there were new quests available that I'm unable to complete due to low level.
