Making your own faction?

Okay so I know this was possible in an earlier beta build. But now I can't seem to figure out how to do it. Was it removed? if not then where do I do it? Thanks!

Under the Workshop on the main menu is a Faction Creator (in v1.06), though it still needs some polish.
