City level up suggestions

Currently the system is a nice idea but what if I have a city that doesn't really produce Gildar, Arcane, or world knowledge?  It basically leaves me with the option of rolling the dice to see what guardian I get (yay wolves with 4/4 hp....).

 

Here are some suggestinos to make city level ups a bigger deal and more meaningful.

 

- Boost to materials percentage wise

-Boost to population growth

-XP bonus or level up a hero or troops

-boost to influence/prestige

-Special buildings that can only be built during the level up

-Insta build the next building or cut the next building made constructino time down (resets after building is made).

-Add an Extra Trade lane or boost to max trades

-Boost to Max tiles

-Boost to farming/food

-get champion (would much rather have a random lvl1 champion then a random unit)

-Free Equipment or a special item of sort (quest item like)

Some of these boost can be linked together like a skill tree too so only level 2 settlements get certain boost options then when it levels to lvl3.  Some of them can be only 1 time deals too.
