How do I cast brillance or Motivation on a city?

First of all, how DO I cast any city improving spell?

 

 

Second of all, the Campaign is supposed to be a tutorial right, why doesn't it cover research and the like?

Don't remain inside the city, you have to stand next to it, but no more than 3 tiles away. Open your spellbook, choose the spell you want to cast and click on any city tile when the cursor turns green.

Because the campaign is not really a tutorial.
