Question about revealing new resources through adventuring research

When a breakthrough says it reveals new resources, can those resources be anywhere, or is it only revealing resources that are within your influence?

It seems like every time I get one of these breakthroughs, it reveals something within my influence

I assume they can appear anywhere, but there is always a high chance that some of them will appear in your area of influence.
