Sovereign cannot purchase or wear Journeyman's Cloak

As I have given my sovereign the organized trait, I wanted him to have a Journeyman's Cloak to increase the speed of his party.  Surprise, surprise, he cannot purchase or wear the cloak.  I tried having Janusk buy the cloak and trade it to the sovereign, but when I checked my sovereign's inventory, the cloak was not there.  This also affects other cloaks provided by the equipment research tech.
