"1 per settlement" improvement bug?

I'm assuming "1 per settlement" is saying you can only have one in each settlement, but when I have two cities, I can build two of them in one settlement if I build them at the same time. Is it supposed to work like that?

If I don't do anything else after building one, it will let me place another one. But if I do something else, I'll only have the one with no option to build a second.

Yes i noticed that an AI built a "one per game"  i think it was the mint - in 3 cities the other day.  So I assume if you start them all at the same time it doesn't cancel the ones that are being built after the first one is built.  as the glorious awuffleablehedgie says - until they fix the bug - just don't cheat.  Now if only the AI would agree  :)
