Couldn't found new city?

After surviving with just one city for about 60 turns, I proceeded to build 2 pioneers.  The first was able to build a new city just fine.  The third, however, never had the build new city button available to him.  I moved him around to different locations but was never able to build a new city and was never able to figure out why he was unable to build a city.  Does anybody know why?  Is it related to food?  If it is related to food, is that information available anywhere?

Also, I saw a PDF manual in the files I downloaded this morning, but I forgot to mail it to myself so I can read it during downtime at work.  Anybody know if that manual is available anywhere online?

I think cities have to be at least 10 tiles apart. Founding cities after the first also cost gildar in the beta, dunno about now.

In order to found a city you need to have enough gold, be at least six squares from any other city and standing on an empty tile (no forest or similar).

Thanks guys.  So no food surplus requirement for founding a new city then?  I thought I had quite a few gildar, but maybe not enough.  I didn't even see the found city tooltip for the pioneer so I couldn't mouse over it to see what the requirements might be that I wasn't meeting.

You should see a greyed out button on the pioneer even if you can't build, are you sure it was a pioneer?

 

Food is only necessary to build houses and thus level up the cities. Founding them requires only gold, but gets progressively more expensive for each city founded (although IIRC Pariden get a discount on this).

No, surplus food is not a requirement. The amount of gold you need to start each consecutive city increases pretty quickly!
