Sovereign Bindings?

Sorry for flooding the forums, but I have a lot of questions. When we create our sovereigns, will they be bound to a certain faction of our choosing, or will they be able to be used by certain factions depending on race?

As of Beta IV, you were able to mix-and-match the race of your sovereign with any faction, no matter how silly it looked. As of Beta IV, the best race was "Man" - for your sovereign, not necessarily faction race - by far because they had a larger (and more powerful) selection of starting equipment.
