Sins Diplomacy: Stop selecting my Scout!

Is there a way to get Diplomacy to stop selecting my Scouts to join my fleet etc? I used to be able to just click on the icon next to the planet and it would select ships, if I clicked again it would cycle between the different types.

I like having my scouts OUT of my fleet, doing their thing.
