How do harbors work?

I can't seem to build one, I have the research done. It doesn't show up anywhere in any of my cities build lists, I guess my cities are too far from beaches?

You need to be close to a beach. A beach will look like the land is going down and touching the water. Doesn't matter if your close to water if there is no beach.

yeah I'm about 5 spaces from a beach. I guess that is too far.
