Raloz and Neruda cruisers need shields.

While this may be a minor issue, but rather weakening for TEC. Out of all the envoy cruisers (And the Talion Savior), TEC's Raloz and Neruda ships lack shields. This would be a virtually nonexistant problem, but neither get shield migitation.

Is there any reason that they don't have shields? It makes the Raloz and Neruda far less durable then their counterparts.

Well, the Raloz isn't meant to be anywhere near anything that can shoot it, so shields (or lack thereof) should be a redundant point.  The Neruda, on the other hand, frequently encounters hostiles (militia, hostile enemies you're trying to placate etc.)  so giving it shields (and therefore shield mitigation) would be a good idea.  This is especially true if the Vonturak and that santa's-sleigh thing have shields.

But the Neruda does get the option to be temporaryily invincible which helps a lot

I think the envoys should be permanently invincible, so you can gain rep with a faction without micromanaging that ship for 20 minutes. Its not like they would be unbalanced if they are invincible.

They were initially, but it was found that they were too easy to use as invincible scouts so it was dropped.

Yeah, they are a pain to micromanage. It's kinda goofy how a rival empire will respect your diplomatic immunity for 30 seconds, then open fire for 120 for the cooldown, then respect for 30 seconds... over and over and over...

Or you can wait until a cease fire at 3.5 relations before sending them in. The immunity is meant to help them deal with temporary dangers like passing a hostile grav well or getting out when an invading fleet comes.

How are you supposed to get a cease fire without the envoys?

Do a mission, research techs to give you the +3 bonus, research resource giving and its related techs, which lets you get another temporary +3 with a very small donation, giving you enough time to get envoys in. Keep your fleet strength up so you don't have the fleet penalty dragging you down.
