Is a (ai's) planet going from like class 16 to 42 a bug, or how does this happen?

I won through cultural victory but holy cow, it took forever, as I was trying to win via combat. Late game I was mopping up the last major race, the Drengin, when I found they had a class 42 planet that was fogged out, yet showed early game as about a 16. Over 40 billion population. Saw no + events that would do anything like this. Very exhausting. I was still hammering it when cultural win kicked in. Any ideas?

Small - Loose Clusters - All Beginner.

Happened to me the first time I played, ever. I colonized Saiph II and a few turns on I was told that my guys had
found some precursor tech that improved the planet rating to 36 from 14..16 originally. Don't know if you should be
notified if/when this happens to another civ in the game.

The Epic Generator that was in development early on for this game would of come in handy in this case. It would of felt more like an intigral game event even if i didn't find out until the end of the game. It was the lone major race planet on the map for last 1/5 of game and cultural victory was slow to kick in see as how they had over 40 billion population. Perhaps this kind of event could be toned down on maps that are rather small oe with few high quality planets. Small/Common/Loose Clusters/Beginner All/Default Moralities.

There are a very small amount of events that boost PQ ratings through the roof. They probably got hit with one of them.

I had that happen. SOL went to 35 THEN I got 2 x of the 12 add on for the system. In the end I belive I had a planet over 60 points. It was insane! And I lost too...
