[Bug] Blank map on load

When loading a save game the map is blank but the tiles (Cities and others) are still selectable

Still an issue in .23, here's before and after shots....note that at least they seemed to have fixed the 'flooding' issue on save/reload.

Confirmed here as well with no PIC's sorry. Only got 2 Foot Soldiers on the map after my first ever Re-Load.

Saved Games: We're currently narrowing down the major issues with loading a saved game. These will be ironed out by next Thursday (Beta 1a).
