Propaganda doesn't enhance income.

Just an FYI to all those people out there who have been cranking up propaganda - don't.

You waste money (and thus, potential production) by enhancing morale in this fashion. The enhanced morale costs more than you make from the income caused by the extra population.

On the other hand, in some situations losing an election is disastrous and therefore it's worth the price of propaganda to win the election (whatever the cost).

Propoganda in invaluable in the mid game!!! I would never EVER consider not using it. It raises your moral high enough to increase production, no of ppl paying taxes, stops the planets being culturaly dominated.

Aside from the whole tech-trading thing that was nerfed, I never had a problem with not having production. I had pleanty of production - I just couldn't afford it.

The tax increase caused by the number of people you "please" with propaganda is less than the amount of money you spend developing the propaganda.

This is the real reason you should use propaganda.

It's not useless, but it's not a cash-cow like people are trying to make it seem.

Cash cow? I never said it was. It *does* make more people happy for me and generates a slightly higher tax level.

I was actually responding to you telling everyone never to use it. I had VERY bad problems with moral until i used propaganda, telling people its not worth using..is well wrong :)

I'm telling people not to use it on the assumption that it boosts your overall economy. It doesn't. Popaganda "generates" a higher tax level by increasing morale, and thus, boosting population growth.

The problem is, the amount of tax revenue you gain from this increased population is less than what you pay for the propaganda.

Ahh your intial post doesn't convey that, or im reading it wrong :P. Im sure you will agree that propaganda is esential to use in every game, once you have a decent income, for the moral boost, the tax benefit was always negligible

I would disagree that propaganda is essential. It's useful, but you don't need it.

1. You can use it to boost population, which affects influence values and the possibility of a revolt/defection.

(You may be able to use it to crank the growth rates for colony ship producing planets during early expansion, assuming they get to a point where morale is less than 98%. But is this worth it? Unknown.)

2. You can use it to sway public opinions during election time. (Of course, you could also lower taxes.)

3. You can use it to help strengthen your ground troops when fending off an invasion. (Chances are, you're doomed anyways.)

Morale is no longer that big of a problem, now that the growth cut-off is at 58% rather than 50%. (Meaning, colonies grow fast up until a morale level of 58%, at which they grow extremely slow.) It's still important, and I put morale resources above anything except economy. However, it's not something I want to pay for.

Your list leaves out one use. If a system reports that it's getting attracted by another's influence, you bet I'm cranking up the propaganda. That's just what it's for, in my view.

The other possibility, revolt, can occur when your morale is below 30% or so.

Today, I had a newly colonized planet start at something like 25% morale (I accidentally autolaunched the colony ship with 2500 colonists, instead of manually launching with my usual 500), so I cranked up the propaganda, the morale reached 68 or so, and the planet's income tripled.

Propaganda is essential to getting colonies to grow fast early on. Then when they hit the necessary critical mass, you can put morale boosting improvements in their build orders, then once built, stop or reduce propaganda - and now you have all the income produced by the increased population - but no propaganda cost. I used it was entirely able to match the AIs population growth curve at the beginning of the game. It's the only way to grow pop fast enough to keep up that I can see.

Thats similar to how i use it grifman, from time to time i might boost it up again for whatever reason, whether it be taxes, moral, or the elections.

Using propaganda to boost morale on the (few) unhappiest planets allows an overall tax increase for all planets. Don't look at extra tax on the planet where you are doing propaganda, look at your empire income. This isn't SimPlanet LOL
