Phase stabs & stars

The Vasarii starbase has a phase stabaliser ability. Right o. Phase stab's only work intra system, not from star to star (or planets in different star systems). Good good. How come when I build a starbase... at a star, with a phase stab ability... ships in the same solar system don't see it as a valid route to get to the star?

Is there some odd property of stars themselves which stops this from working?
