Question on Creating and Balancing Custom Races

Hi Stardock, I was wondering what kind of requirements user-created races will need to meet before they become available on Impulse for content sharing to other players. One of the advantages of developing multiple races in-house is the opportunity to balance them all against each other during playtesting. How will you ensure that user-created races remain relatively balanced with the Stardock races, especially if they can be used in multiplayer?

Also, what kind of tools will be available for race/unit creation, and how difficult will it be to put something competent-looking together?

Also ...

(i) Will there (should there) be a points system?

(ii) Will there be an option to selectively import other players' creations, so you can pick only the ones you like?
