Encouraging Team Play By Sharing Repair Bays???

It seems to me that if you are allied with a race that they should gain access to your repair bays. That way if they come all the way away from their own systems to help you they can regenerate and if possible, share antimatter re-charge bays too. perhaps this could be part of diplomacy, like ship or planet vision.

I think it'd be cool that as a team you could be able to build certain structures around your teammate's planets. I'm sure there are some issues with that that I haven't thought of... oh well.
