How to use Deliverance Engine?

And what does it do?

    I have played a couple games as the Advent, and I built the deliverance engine.  I fired it at enemy worlds but nothing seemed to happen.  I searched the forums but only got a few hints of its function here and there.  It increases your culture at a planet, and it MAY cause the planet to eventually go neutral.  It gives you ships more attack damage (?).  If this is so do you have to fire at a planet where your ships are already fighting?  How is the Deliverance Engine actually used and what are its effects? If someone could post their successful experiences with the D.E. it might help also. Thanks.

Each shot treats the target world as though you had several culture centers in that gravity well. From there, you simply get all of the benefits that you'd normally get from culture. Those include:

- A slow penalty per-second to the allegiance of affected worlds. This reduces the income and resources generated by those worlds and will 'destroy' the world if the allegiance score reaches 0.

- A bonus to the shield mitigation of your ships in affected gravity wells. Each race gets a different culture bonus and a mitigation buff is what you get with the Advent.

- Negation of enemy culture bonuses. Not only are you getting your bonus in affected zones but your opponent is 'not' getting theirs.

- More visual data. The Advent have a research option which allows you to lift the 'fog of war' on affected gravity wells. With several DE's firing, you can get an accurate look at every affected zone in your opponent's empire.

If you continue firing at a neutral world, you can prevent anyone else from colonizing it. (Hostile Culture is too Strong.)

Additionally one shot puts 50 culture/sec for a time on the target. That is roughly equal to 4-5 Temples of Communion.

Thanks for the answers. I'm in a game against 4 hard Ai (locked teams) and I may use this to get an edge. Two of the Ai are gone but one of the two remaining is the 800 pound gorilla of the game; huge fleet and he's Advent like me.
