"Pop Idol" achivement, how can I get it?

I have been trying to get the pop idol achivement which requires me to "spread your culture to 75% of the galaxy"... But I can't seem to do it.

I have played and won influence based games and even though I had max influence everywhere this achivement will not unlock. The advant didn't help either.

So what am I doing wrong? what am I missing in acquiring that achievement?

The achievement seems to be bugged at the moment. The current maximum culture spread is 50% according to the game statistics.
