Square roots rounded?

The equation in the WIKI for calculating the effect of non-optimal defenses is not clear to me, so I'll ask the direct question: When the manual says that against a non-optimal weapon your defense will only roll between 0 and the square root of your defense, if your defense is not a perfect square will the roll be rounded up or down to the nearest whole number? Thanks for your reply.

Most rounding in the game is down which does make sense as Moosetek points out simply because it's the more conservative way to go. Technically this isn't rounding, it's truncation.

About the only thing that I know in the game that is rounded up is the starbase influence area. A parsec that is touched by even the smallest sliver of influence area is considered "covered" by the starbase.

It's kinda like a Modulo equation Stardockishly calculated enough to be a fixed value and yet, random. Half here, half there. *0.499999* is always too small to fit the all elusive integer kingdom and thus, drops to a painful Zero while *0.5000001* is quite the big fat ONE we all want at times.
