..How do I get my "supply" points up so I can build more ships? Also, how do I get more Crew available? I couldn't seem to find the "obvious" method of doing so from reading the tech descriptions.

Both of those are researched under the Fleet Logistics screen (clicky the research button, then fleet logistics)
