I have been Double Billed on my Credit Card

I have been Double Billed for a game I recently bought. And seeing as how support is really hard to figure out what exacly I need to use to report/ask about this (its pretty clear on if you have a game question but not on this sort of billing question)

What steps do I take and who to I contact here because I do not want to have to dispute a charge through the bank.

if you pre-order with old postage price they created another transaction for the newer price.
