How easy is it going to be to mod special abilities

One thing thats really cool in this game is the special abilities of the capital ships. However im wondering if its easy to program/mod in your own special abilities. I know some members have already made their own special abilities namely pithlith but the thing im wondering is how easy is it to mod the AI to understand how and when to autocast the ability.

Forexample some abilities on autocast should activate if there are many allied ships in the area , and some abilities on autocast should activate if the ship is under attack etc...

While I'm no expert, track record for other games shows that AI in general is horrendously extremely difficulty to code, Sins is no different then other games in that regard.
Modding the abilities to have different functions shouldn't be that difficult an obstacle to overcome. However modding the AI to only cast it when appropriate might be a quest in futility.
