Best and Worst AI in 4x games?

In your opinion which 4x games have the best or worst AI?

My top three (no particular order):

Galciv2
Space Empires IV (with TDM-AI mod)
Alpha Centauri (however, friends tell me that if you spend enough time with this game, its predictable and easy. Never got that way for me.)

Worst AI

Ascendancy
Space Empires V (before it was patched, and not counting any of the new AI mods)
MOO3 (to be honest, i just don't understand the AI in this game. Some people swear that it makes sense when you understand it.)

There has never been a 4x game made that didn't become predictable and easy after playing it enough.
